Open Question: Out of state (expired) license renewal in IL?

I am having a hard time finding any info that i can understand and can't find a phone number that lets me talk to someone. Please help if you can. I have an out of state driver's license (from CA) that I unknowingly let expire (I don't drive) and now I need to renew in Illinois. It has not been expired for over a year. My problem is providing documents to renew my driver's license. I have my birth certificate and utility bills but I can't find my Social Security Card. I have tried to look up other documents I could use to satisfy Group C but I have nothing. So, I decide to get a new SS card. Turns out I have to have a valid driver's license or ID card to do so.
